Union Home Minister and Minister of Cooperation Amit Shah on Tuesday, June 30, 2026, launched the FCRA 2.0 Portal, a fully digital platform designed to simplify compliance under the Foreign Contribution (Regulation) Act while strengthening real-time monitoring of foreign donations received by organizations across India.

The launch, announced by the Ministry of Home Affairs, was attended by the Union Home Secretary, Foreign Secretary, Director of the Intelligence Bureau, and other senior government officials.

Speaking at the launch, Shah said the upgraded portal reflects the government’s commitment to technology-driven governance under Prime Minister Narendra Modi’s vision of “Minimum Government, Maximum Governance.”

“When the intention is clear, the policy is transparent, and there is a mindset to embrace technology, then governance becomes very easy for honest people, while putting a strict surveillance system in place for wrongdoers,” Shah said.

He said that before 2014, the FCRA system relied heavily on paperwork and cumbersome procedures, limiting effective oversight. The new platform, he added, modernizes the entire process while improving national security through stronger monitoring of foreign contributions.

According to the ministry, the FCRA 2.0 Portal digitizes all major services, including registrations, renewals, annual returns, and other compliance-related applications. Around 14,500 active FCRA organizations currently operate under the law, with the government receiving approximately 15,000 to 20,000 applications and 17,000 annual returns each year.

The platform introduces Aadhaar-based authentication, e-sign capabilities, Optical Character Recognition (OCR)-based document analysis, an integrated dashboard, and API connectivity with major government databases, including PAN, Aadhaar, OCI, NGO Darpan, and the ICAI’s UDIN system. It also incorporates provisions under the new FCRA Amendment Rules, 2026.

Hosted on the government’s MeghRaj cloud infrastructure, the portal is intended to reduce paperwork, eliminate physical document submission, speed up application processing, and strengthen data security.

Shah said the government also plans to introduce an FCRA mobile application, an AI-powered chatbot, and a dedicated online dashboard for banks in the coming months.

The Home Ministry said the upgraded platform is expected to improve transparency, strengthen compliance monitoring, and enhance oversight of the receipt and utilization of foreign contributions while making the system easier for legitimate organizations to navigate.
