India has introduced Air Suvidha 2.0, a mandatory digital health declaration system for international travelers, strengthening Ebola surveillance while replacing paper-based arrival screening with a fully contactless process.
The Ministry of Health and Family Welfare, in collaboration with the Ministry of Civil Aviation and Delhi International Airport Limited (DIAL), launched Air Suvidha 2.0 on June 25, 2026, introducing a mandatory, fully digital health self-declaration system for international passengers arriving in India as part of enhanced Ebola surveillance at the country’s Points of Entry (PoEs).
The upgraded portal was introduced following the World Health Organization’s declaration on May 17, 2026, that the Ebola outbreak involving the Bundibugyo virus in the Democratic Republic of the Congo and Uganda constituted a Public Health Emergency of International Concern (PHEIC) under the International Health Regulations (IHR) 2005. Countries bordering the affected regions, including South Sudan, have also been identified by the WHO as being at high risk of transmission.
Developed in collaboration with the Directorate General of Health Services (DGHS), the platform enables international travelers to submit a mandatory online Health Self-Declaration before arriving in India. The form requires passengers to provide their 21-day travel history, exposure history, and details of any related symptoms to facilitate early identification of travelers who may pose a public health risk.
Passengers can complete the Self-Declaration Form (SDF) up to 24 hours before arrival through the official Air Suvidha portal. Authorities have advised travelers to submit the form before boarding or during web check-in to ensure faster processing upon arrival. After landing, passengers will only be required to present the downloaded declaration at the International Travel Health Desk or immigration counter.
According to the government, Air Suvidha 2.0 enables real-time coordination and data sharing among the Airport Health Officer, Bureau of Immigration, Integrated Disease Surveillance Programme (IDSP), and State Surveillance Officers, allowing health authorities to quickly identify, assess, and refer at-risk travelers while maintaining a seamless, paperless arrival process.
Officials said the upgraded platform replaces physical health declaration forms with a fully contactless system, improving efficiency while strengthening India’s disease surveillance capabilities at international airports.
The government has urged all international travelers to complete the Health Self-Declaration accurately and in advance in the interest of passenger safety and public health. The portal is available at airsuvidha.civilaviation.gov.in.
