Singapore’s commitment to research and innovation has yielded significant advancements over the past 15 years, with new initiatives set to propel the nation into a leading role in global technology and health.

SINGAPORE – Since the inception of its first Research, Innovation and Enterprise (RIE) roadmap in 2010, Singapore has invested heavily in advancing its research and technology sectors. The initial budget of $16.1 billion laid the groundwork for a strategic approach to fostering innovation, and as the program approaches its 15-year mark, the National Research Foundation (NRF) anticipates unveiling new developments in 2026. The upcoming RIE2025 report will assess progress made from April 2021 to March 2026, while a comprehensive RIE2030 plan is expected to propose a new budget of $37 billion aimed at setting ambitious goals for the next five years.

Success Stories in Innovation

The Straits Times has highlighted several notable success stories that have emerged from Singapore’s RIE initiatives, showcasing the impact of strategic partnerships and technological advancements on local businesses.

Mencast Marine’s Transformation

One of the standout examples is Mencast Marine, a company founded in 1981 that originally operated as a small team focused on designing and manufacturing marine propellers. Traditionally reliant on materials imported from Europe and utilizing labor-intensive sand casting methods, Mencast has successfully integrated modern technologies into its production process. In 2023, the firm collaborated with Enterprise Singapore and A*STAR to enhance its operations through artificial intelligence and additive manufacturing, commonly known as 3D printing. This strategic shift has increased productivity by 30%, transforming a month-long production cycle into a mere two weeks for each propeller. Furthermore, the company’s new approach has significantly reduced the carbon footprint associated with manufacturing, cutting emissions for a 200kg propeller by approximately 36%, equating to a reduction of 1,743kg of CO2.

In a significant milestone for 3D printing, Mencast produced Singapore’s first fully additive manufactured marine propeller, receiving certification from Lloyd’s Register and the American Bureau of Shipping.

Quantum Leap with Horizon Quantum

The establishment of a national strategy for quantum computing has positioned Singapore as a pivotal player in the global supply chain. Horizon Quantum, co-founded in 2018 by Joe Fitzsimons and Tan Si-Hui, has emerged as a key player in this sector. The start-up focuses on developing tools for software developers lacking expertise in quantum computing, enabling them to create applications that leverage the unique properties of quantum mechanics.

Horizon Quantum’s development was supported by SGInnovate, which led the company’s initial funding round in 2018, resulting in a post-money valuation of approximately US$4.1 million (S$5.2 million). Following its growth trajectory, the company recently secured US$18.1 million in funding and established Singapore’s first commercial quantum computer for hire at one-north. As of March 2023, Horizon Quantum was listed on Nasdaq with a market capitalization of US$567 million, underscoring its position as a crucial component of Singapore’s National Quantum Safe Network.

Advancements in Precision Health

Another key initiative is the Precision Health Research programme (PRECISE), launched in 2021 to implement Singapore’s 10-year National Precision Medicine programme. This globally recognized initiative aims to revolutionize disease treatment and prevention by considering individual variations in genetics, environment, and lifestyle. As part of its phased approach, the programme has successfully established a database of 10,000 Singaporean genomes and is currently in the process of mapping the DNA of 100,000 healthy residents.

The recently launched Phase 3 of the programme aims to enroll between 400,000 and 450,000 patients with diverse health conditions, enabling researchers to analyze how various factors interact in clinical settings, ultimately leading to more personalized healthcare solutions.

Preparing for Future Epidemics

In response to the COVID-19 pandemic, Singapore initiated the Programme for Research in Epidemic Preparedness and Response (PREPARE) in 2022, backed by a substantial investment of $100 million. This initiative, now managed by the Communicable Diseases Agency, brings together experts from various fields to bolster the nation’s defense against future infectious disease outbreaks. Under the leadership of Professor Wang Linfa from Duke-NUS Medical School, PREPARE is establishing a national repository of advanced respiratory tissue models, contributing to pandemic preparedness and enhancing research capabilities for personalized treatments.

The concerted efforts of Singapore’s RIE roadmap highlight the nation’s commitment to fostering a robust research environment that not only drives economic growth but also enhances public health outcomes. With substantial investments planned for the future, Singapore is poised to continue its trajectory as a leader in innovation and technology on the global stage.
